Stayed at the Regency Inn for 4 nights and was super pleased. The staff was super friendly and accommodating. Location is very convenient, room was cleaned thoroughly everyday, breakfast was available in the morning and there was always someone at the front desk at night. More than one would expect for under $60 per night. Highly recommended.
The hotel in general was OK for that price category. However, the staff was quite unfriendly and not really willing to turn on the heater, although we asked for it several times. They seemed to be indifferent towards their guests.
The room is not great. There was some lingering smell of urine that seemed to dissipate when we opened the window, or it just could be that we got used to it. We got a room facing the street, so there were noises (people's, car's) coming up from the street throughout the night. Worse, it seemed like the occupants next to us had a pretty wild party which woke us up at around 3 am. They played very loud music and talked in drunken voices. It went on for over an hour and I was surprised the staff didn't interfere. And just as many other reviewers said, it was very scary walking in the area outside the inn, since there were so many homeless people.
I was interested in a hotel within walking distance to my conference at the concourse in SoMa and the Regency fit the bill. The room had its quirks but was very clean. I was initially disconcerted by the transient population around the hotel but after a homeless man said "god bless you" to me for giving him a candy bar, I felt at ease. The street outside is noisy so you may want earplugs if you are a light sleeper. The family that live in and manages the hotel is what makes staying there a much better experience than other hotels in the same price range.

The neighborhood is Tenderloin and so there's some homeless around the place. But trust me these guys are really harmless. We did not have any issue with that and the place is very close to downtown (walking distance). There is also a bus stop right outside the hotel. The room was very clean and the breakfast was very good. Close by a lot of Vietnamese places (little Saigon). The only two drawbacks were: breakfast room can become crowded if you go around 9am; wifi was not always working fine, good for checking your email or browse for a while about restaurants and SF attractions but not for doing any work. The owner was also very kind with helping me resolving an issue with AirBNB that charged me twice the service fee for an airbnb reservation software malfunction followed by a misunderstanding in how to get the money back.

The room was as we expected, clean and organized. The breakfast is simple but quite good and the staff is very friendly. The hostel is close to everything, but yes, there are plenty of homeless people nearby - but relax, they don't even talk to you, just go around screaming with each other.
The Regency is in a very convenient, but somewhat sketchy, part of town. I felt safe staying here; however, I'm a city gal. Half of the staff was extremely courteous and provided great customer service, while the other staff were somewhat rude. I recommend calling down 20 minutes prior to your departure for the car to be pulled around. The Valets works fast and safe, but the car is parked off-site.
the hostel was good and close to everything. the breakfast was also good and the room was clean. we would stay again nice time in San francisco
